V\u011bt\u0161ina lid\u00ed zat\u00edm ne, podle \u0159ady pr\u016fzkum\u016f vl\u00e1dne v\u016f\u010di autonomn\u00edm vozidl\u016fm sp\u00ed\u0161e ned\u016fv\u011bra. Kdy\u017e Henry Ford za\u010dal vyr\u00e1b\u011bt sv\u00e9 prvn\u00ed vozy, taky se mnoz\u00ed ptali: <em>\u201eBo\u017ee, co se stalo s\u00a0ko\u0148mi?\u201c<\/em> A&nbsp;pane, jak si rychle zvykli! Zat\u00edmco prvn\u00ed auta p\u0159i\u0161la rychle, skokem, s\u00a0autonomn\u00edm \u0159\u00edzen\u00edm je to trochu jinak. A\u0165 u\u017e Elon Musk \u0159\u00edk\u00e1, co chce, m\u00edsto revoluce jsme sv\u011bdky evolu\u010dn\u00edho procesu. Bude trvat p\u00e1r generac\u00ed, ne\u017e se v\u0161echny automobily zbav\u00ed volantu. Tedy pokud v\u016fbec. P\u0159esto je na m\u00edst\u011b se na to p\u0159ipravovat, a\u0165 u\u017e jste automobilka, technologick\u00e1 firma, st\u00e1tn\u00ed instituce \u010di prost\u00fd u\u017eivatel, z\u00a0dne\u0161n\u00ed perspektivy je\u0161t\u011b \u0159idi\u010d.<\/p>&#13;\n&#13;\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" class=\"wp-image-7447\" src=\"https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/vision-e.jpg\" alt=\"\"\/><\/figure>&#13;\n&#13;\n<h6 class=\"wp-block-heading\">Ak\u010dn\u00ed pl\u00e1ny<\/h6>&#13;\n&#13;\n<p><em>\u201ePodle m\u00e9ho n\u00e1zoru nen\u00ed slovo \u201eautonomn\u00ed\u201c \u00fapln\u011b nej\u0161\u0165astn\u011bj\u0161\u00ed, sp\u00ed\u0161 se bavme o&nbsp;automatizovan\u00e9m \u0159\u00edzen\u00ed. Dost\u00e1v\u00e1me do vozidla r\u016fzn\u00e9 prvky, kter\u00e9 pom\u00e1haj\u00ed \u0159idi\u010di l\u00e9pe zvl\u00e1dat situace,\u201c<\/em> odpov\u00edd\u00e1 na ot\u00e1zku, zda nem\u00e1 pocit, \u017ee se pl\u00e1ny na zav\u00e1d\u011bn\u00ed autonomn\u00ed dopravy oproti p\u016fvodn\u00edm p\u0159edstav\u00e1m zpo\u017e\u010fuj\u00ed, V\u00e1clav Kobera, \u0159editel Odboru inteligentn\u00edch dopravn\u00edch syst\u00e9m\u016f, kosmick\u00fdch aktivit a&nbsp;v\u00fdzkumu, v\u00fdvoje a&nbsp;inovac\u00ed na Ministerstvu dopravy \u010cR.<\/p>&#13;\n&#13;\n<p>Pr\u00e1v\u011b toto ministerstvo je v\u00a0mnoha oblastech t\u00fdkaj\u00edc\u00edch se zav\u00e1d\u011bn\u00ed autonomn\u00edch prvk\u016f gestorem, spolupracuje p\u0159itom s\u00a0ministerstvy vnitra, pr\u016fmyslu a&nbsp;obchodu a&nbsp;dal\u0161\u00edmi.<\/p>&#13;\n&#13;\n<p>Hlavn\u00edm dokumentem, na jeho\u017e z\u00e1klad\u011b by se m\u011bly v\u00a0\u010cR vytv\u00e1\u0159et p\u0159edpoklady pro rychlej\u0161\u00ed zav\u00e1d\u011bn\u00ed autonomn\u00ed dopravy, by m\u011bl b\u00fdt Ak\u010dn\u00ed pl\u00e1n pro autonomn\u00ed \u0159\u00edzen\u00ed, kter\u00fd zpracoval resort dopravy. Tento dokument ale zat\u00edm nebyl schv\u00e1len. <em>\u201eO dal\u0161\u00edm postupu stran projedn\u00e1n\u00ed Ak\u010dn\u00edho pl\u00e1nu se d\u00e1l jedn\u00e1 a&nbsp;my v\u011b\u0159\u00edme, \u017ee jej vl\u00e1da brzy schv\u00e1l\u00ed,\u201c<\/em> \u0159\u00edk\u00e1 k\u00a0tomu bez bli\u017e\u0161\u00edch detail\u016f V\u00e1clav Kobera.<\/p>&#13;\n&#13;\n<p>Nicm\u00e9n\u011b i&nbsp;bez ohledu na to, kdy bude tento dokument schv\u00e1len, v\u011bci se d\u011bj\u00ed. Existuje toti\u017e ji\u017e d\u0159\u00edve p\u0159ijat\u00fd jin\u00fd Ak\u010dn\u00ed pl\u00e1n, kter\u00fd je sou\u010d\u00e1st\u00ed v\u00a0roce 2017 podepsan\u00e9ho Memoranda o&nbsp;budoucnosti automobilov\u00e9ho pr\u016fmyslu. Pl\u00e1n obsahuje \u201eak\u010dn\u00ed karty\u201c, z\u00a0nich\u017e jedna se t\u00fdk\u00e1 pr\u00e1v\u011b autonomn\u00edho \u0159\u00edzen\u00ed a&nbsp;definuje \u00fakoly, kter\u00e9 je t\u0159eba \u0159e\u0161it. Maj\u00ed pom\u011brn\u011b \u0161irok\u00fd z\u00e1b\u011br \u2013 od vytvo\u0159en\u00ed podm\u00ednek pro testov\u00e1n\u00ed autonomn\u00edch syst\u00e9m\u016f p\u0159es vzd\u011bl\u00e1v\u00e1n\u00ed a\u017e po pr\u00e1vn\u00ed aspekty procesu zav\u00e1d\u011bn\u00ed vozidel vybaven\u00fdch autonomn\u00edmi syst\u00e9my.<\/p>&#13;\n&#13;\n<p>Krom toho vznikla z\u00a0iniciativy ministerstva dopravy pracovn\u00ed skupina pro autonomn\u00ed \u0159\u00edzen\u00ed, jej\u00edmi\u017e \u010dleny jsou z\u00e1stupci automobilek a&nbsp;dal\u0161\u00edch firem, nap\u0159\u00edklad telekomunika\u010dn\u00edch, vysok\u00fdch \u0161kol, ministerstev a&nbsp;jin\u00fdch st\u00e1tn\u00edch instituc\u00ed. M\u00e1 koordina\u010dn\u00ed roli a&nbsp;podle V\u00e1clava Kobery se sch\u00e1z\u00ed ka\u017ed\u00fd m\u011bs\u00edc.<\/p>&#13;\n&#13;\n<p>Jak je tedy \u010cesk\u00e1 republika v\u00a0p\u0159\u00edprav\u00e1ch na autonomn\u00ed dopravu daleko?<\/p>&#13;\n&#13;\n<h6 class=\"wp-block-heading\">Dva okruhy pro testov\u00e1n\u00ed<\/h6>&#13;\n&#13;\n<p>Jedn\u00edm z\u00a0nejd\u016fle\u017eit\u011bj\u0161\u00edch \u00fakol\u016f je vytvo\u0159it prost\u0159ed\u00ed pro testov\u00e1n\u00ed \u010d\u00e1ste\u010dn\u011b \u010di pln\u011b autonomn\u00edch vozidel v&nbsp;re\u00e1ln\u00e9m provozu. V\u00a0sou\u010dasn\u00e9 dob\u011b ji\u017e existuje katalog testovac\u00edch \u00fasek\u016f, kter\u00fd zpracovalo konsorcium veden\u00e9 Centrem dopravn\u00edho v\u00fdzkumu. \u00daseky jsou ve dvou okruz\u00edch, jeden v\u00a0\u010cech\u00e1ch, druh\u00fd na Morav\u011b, ka\u017ed\u00fd je okolo 500 kilometr\u016f dlouh\u00fd. Zahrnuj\u00ed maximum mo\u017en\u00fdch podm\u00ednek, s\u00a0nimi\u017e se vozidlo setk\u00e1v\u00e1 \u2013 stoup\u00e1n\u00ed, kles\u00e1n\u00ed, silnice r\u016fzn\u00fdch t\u0159\u00edd, m\u011bsta, vesnice, otev\u0159enou krajinu i&nbsp;kopcovit\u00fd ter\u00e9n. Katalog, kter\u00fd se pr\u016fb\u011b\u017en\u011b aktualizuje, je velmi komplexn\u00edm souborem dat, obsahuje nejen p\u0159esn\u00e9 \u00fadaje nap\u0159\u00edklad o&nbsp;p\u0159ev\u00fd\u0161en\u00ed, ale i&nbsp;informace o&nbsp;dopravn\u00edch zna\u010dk\u00e1ch. Spole\u010dnost, kter\u00e1 chce otestovat ur\u010ditou funkcionalitu, si m\u016f\u017ee \u201evyfiltrovat\u201c, kde p\u0159esn\u011b jsou podm\u00ednky, kter\u00e9 jsou pro ni vhodn\u00e9.<\/p>&#13;\n&#13;\n<p>Testovac\u00ed okruhy u\u017e se vyu\u017e\u00edvaj\u00ed, na ministerstvu dopravy by \u010dasem cht\u011bli od firem m\u00edt i&nbsp;zp\u011btnou vazbu, aby v\u011bd\u011bli, jak d\u00e1l syst\u00e9m zdokonalovat.<\/p>&#13;\n&#13;\n<p>Zat\u00edm nevy\u0161el jeden mezin\u00e1rodn\u00ed projekt, kter\u00fd m\u011bl b\u00fdt financov\u00e1n z\u00a0evropsk\u00fdch pen\u011bz. <em>\u201eVzniklo velk\u00e9 mezin\u00e1rodn\u00ed konsorcium, kter\u00e9ho se krom\u011b \u010cesk\u00e9 republiky \u00fa\u010dastnilo Sasko, Slovensko a&nbsp;Rakousko. Podali jsme spole\u010dn\u00fd n\u00e1vrh, kter\u00fd upravoval podm\u00ednky, na jejich\u017e z\u00e1klad\u011b by se mohlo testovat p\u0159eshrani\u010dn\u011b,\u201c<\/em> up\u0159es\u0148uje V\u00e1clav Kobera a&nbsp;dod\u00e1v\u00e1, \u017ee bohu\u017eel na tento projekt v\u00a0p\u0159\u00edslu\u0161n\u00e9m programu EU nezbyly pen\u00edze. <em>\u201eI tak to m\u011blo jist\u00fd p\u0159\u00ednos: t\u00edmto projektem jsme nav\u00e1zali spolupr\u00e1ci, kter\u00e1 se ur\u010dit\u011b do budoucna z\u00faro\u010d\u00ed.\u201c<\/em>\u00a0 Dodejme, \u017ee tak\u00e9 existuje \u0161ance, \u017ee by se na projekt mohly naj\u00edt pen\u00edze v\u00a0nov\u00e9m rozpo\u010dtu, kter\u00fd se p\u0159ipravuje na obdob\u00ed 2021\u20132027.<\/p>&#13;\n&#13;\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"846\" height=\"564\" class=\"wp-image-7441\" src=\"https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/skupina-accolade-cerpala-know-how-z-testovaciho-a-vyzkumneho-okruhu-v-katalanske-tarragone-vybudovaneho-spolecnosti-idiada-ktera-je-take-v-tomto-projektu-technolo.jpg\" alt=\"\" srcset=\"https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/skupina-accolade-cerpala-know-how-z-testovaciho-a-vyzkumneho-okruhu-v-katalanske-tarragone-vybudovaneho-spolecnosti-idiada-ktera-je-take-v-tomto-projektu-technolo.jpg 846w, https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/skupina-accolade-cerpala-know-how-z-testovaciho-a-vyzkumneho-okruhu-v-katalanske-tarragone-vybudovaneho-spolecnosti-idiada-ktera-je-take-v-tomto-projektu-technolo-250x167.jpg 250w, https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/skupina-accolade-cerpala-know-how-z-testovaciho-a-vyzkumneho-okruhu-v-katalanske-tarragone-vybudovaneho-spolecnosti-idiada-ktera-je-take-v-tomto-projektu-technolo-700x467.jpg 700w, https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/skupina-accolade-cerpala-know-how-z-testovaciho-a-vyzkumneho-okruhu-v-katalanske-tarragone-vybudovaneho-spolecnosti-idiada-ktera-je-take-v-tomto-projektu-technolo-768x512.jpg 768w, https:\/\/autosap.cz\/wp-content\/uploads\/2020\/09\/skupina-accolade-cerpala-know-how-z-testovaciho-a-vyzkumneho-okruhu-v-katalanske-tarragone-vybudovaneho-spolecnosti-idiada-ktera-je-take-v-tomto-projektu-technolo-120x80.jpg 120w\" sizes=\"(max-width: 846px) 100vw, 846px\" \/><\/figure>&#13;\n&#13;\n<h6 class=\"wp-block-heading\">St\u00e1tn\u00ed polygon nebude<\/h6>&#13;\n&#13;\n<p>Je\u0161t\u011b v\u00a0lo\u0148sk\u00e9m roce zva\u017eovali na ministerstvu dopravy, \u017ee by st\u00e1t zafinancoval v\u00fdstavbu polygonu, kter\u00fd by doplnil ji\u017e zm\u00edn\u011bn\u00e9 okruhy na testov\u00e1n\u00ed v\u00a0re\u00e1ln\u00e9m provozu. V\u00a0tomto uzav\u0159en\u00e9m prost\u0159ed\u00ed by bylo mo\u017en\u00e9 simulovat a&nbsp;testovat v\u0161echny standardn\u00ed, nestandardn\u00ed, kritick\u00e9 a&nbsp;potenci\u00e1ln\u011b rizikov\u00e9 situace a&nbsp;v\u00fdsledkem by byla spolehliv\u00e1 a&nbsp;statisticky v\u00fdznamn\u00e1 data z&nbsp;prost\u0159ed\u00ed funk\u010dn\u011b neodli\u0161iteln\u00e9ho od reality. Polygon m\u011bl b\u00fdt p\u0159\u00edstupn\u00fd v\u0161em, testovala by se tady nejen vozidla, ale i&nbsp;telekomunika\u010dn\u00ed prost\u0159ed\u00ed jako v\u00fdm\u011bna dat, ur\u010dov\u00e1n\u00ed polohy, bezpe\u010dnost syst\u00e9m\u016f a&nbsp;vybaven\u00ed dopravn\u00ed infrastruktury. \u00da\u0159ad si na to nechal ud\u011blat studii, kter\u00e1 m\u011bla uk\u00e1zat, zda se polygon vyplat\u00ed postavit. Zat\u00edm v\u00edt\u011bz\u00ed \u201enestav\u011bt\u201c.<\/p>&#13;\n&#13;\n<p><em>\u201eV\u00a0sou\u010dasn\u00e9 dob\u011b se nesm\u011b\u0159uje k\u00a0tomu, \u017ee by se m\u011bl stav\u011bt n\u011bjak\u00fd st\u00e1tn\u00ed polygon. V\u00a0mezidob\u00ed se toti\u017e objevily dal\u0161\u00ed aktivity soukrom\u00fdch subjekt\u016f, tak pro\u010d je\u0161t\u011b budovat dal\u0161\u00ed za st\u00e1tn\u00ed pen\u00edze?\u201c<\/em> \u0159\u00edk\u00e1 V\u00e1clav Kobera z\u00a0ministerstva dopravy. \u00a0<\/p>&#13;\n&#13;\n<p>Do v\u00fdstavby polygon\u016f se pustily nap\u0159\u00edklad spole\u010dnosti BMW, Accolade a&nbsp;AUREL, ministerstvo \u0159\u00edk\u00e1, \u017ee je s\u00a0nimi ve spojen\u00ed a&nbsp;sleduje v\u00fdvoj.<\/p>&#13;\n&#13;\n<h6 class=\"wp-block-heading\">Data, data, data<\/h6>&#13;\n&#13;\n<p>Mimo\u0159\u00e1dn\u011b d\u016fle\u017eitou roli v\u00a0zav\u00e1d\u011bn\u00ed prvk\u016f autonomn\u00edho \u0159\u00edzen\u00ed sehraje v\u00a0budoucnosti st\u00e1tn\u00ed N\u00e1rodn\u00ed dopravn\u00ed informa\u010dn\u00ed centrum (NDIC), tedy opera\u010dn\u00ed pracovi\u0161t\u011b pro spr\u00e1vu Jednotn\u00e9ho syst\u00e9mu dopravn\u00edch informac\u00ed pro \u010cR (JSDI). Pr\u00e1v\u011b tady se sb\u00edraj\u00ed, t\u0159\u00edd\u00ed a&nbsp;ov\u011b\u0159uj\u00ed dopravn\u00ed informace t\u00fdkaj\u00edc\u00ed se silni\u010dn\u00ed dopravy. Zpracov\u00e1vaj\u00ed zde informace z&nbsp;des\u00edtek r\u016fzn\u00fdch zdroj\u016f, a\u0165 u\u017e z&nbsp;kamer, s\u010d\u00edta\u010d\u016f, SOS hl\u00e1sek, meteostanic \u010di dal\u0161\u00edch syst\u00e9m\u016f, a&nbsp;u\u017e dnes je \u0161\u00ed\u0159\u00ed prost\u0159ednictv\u00edm dopravn\u00edho zpravodajstv\u00ed u\u017eivatel\u016fm komunikac\u00ed. V\u00a0sou\u010dasnosti jde ale pouze o&nbsp;informace, na jejich\u017e z\u00e1klad\u011b se rozhoduje \u0159idi\u010d.<\/p>&#13;\n&#13;\n<p>Role t\u011bchto dat ov\u0161em v\u00fdrazn\u011b vzroste, bude-li na nich z\u00e1visl\u00e9 rozhodov\u00e1n\u00ed autonomn\u00edch syst\u00e9m\u016f, bez z\u00e1sahu \u0159idi\u010de. Na to ale je\u0161t\u011b nen\u00ed infrastruktura p\u0159ipraven\u00e1.<\/p>&#13;\n&#13;\n<p><em>\u201eP\u0159ipravili jsme velmi podrobn\u00fd pl\u00e1n rozvoje JSDI\/NDIC na dal\u0161\u00edch deset rok\u016f,\u201c<\/em> vysv\u011btluje V\u00e1clav Kobera. <em>\u201eObohacujeme syst\u00e9m o&nbsp;dal\u0161\u00ed data, p\u0159id\u00e1v\u00e1me dal\u0161\u00ed moduly. Do budoucna bychom r\u00e1di p\u0159idali t\u0159eba centr\u00e1ln\u00ed evidenci dopravn\u00edho zna\u010den\u00ed. Ale nen\u00ed to o&nbsp;\u017e\u00e1dn\u00e9 revoluci, je to evolu\u010dn\u00ed proces, kter\u00fdm chceme dos\u00e1hnout komunikace vozidla s\u00a0infrastrukturou i&nbsp;mezi vozidly navz\u00e1jem.\u201c<\/em><\/p>&#13;\n&#13;\n<h6 class=\"wp-block-heading\">Zdroje tady jsou<\/h6>&#13;\n&#13;\n<p>A\u010dkoliv \u0159adu aktivit vypl\u00fdvaj\u00edc\u00edch z&nbsp;\u201eak\u010dn\u00edch karet\u201c pln\u00ed \u00fa\u0159edn\u00edci v\u00a0r\u00e1mci sv\u00e9 b\u011b\u017en\u00e9 \u010dinnosti, rozvoj autonomn\u00edch syst\u00e9m\u016f se neobejde bez p\u0159\u00edslu\u0161n\u00fdch finan\u010dn\u00edch n\u00e1stroj\u016f, kter\u00e9 by byly k\u00a0dispozici soukrom\u00fdm subjekt\u016fm.<\/p>&#13;\n&#13;\n<p>Nejde p\u0159itom prim\u00e1rn\u011b o&nbsp;samotn\u00e9 automobilky, ale p\u0159edev\u0161\u00edm o&nbsp;ICT firmy a&nbsp;univerzity, kter\u00e9 na v\u00fdzkumu a&nbsp;v\u00fdvoji v\u00a0t\u00e9to oblasti pracuj\u00ed. V\u00a0\u010cR se tomu nejv\u00edce v\u011bnuj\u00ed na elektrotechnick\u00e9 fakult\u011b \u010cVUT, jej\u00ed\u017e odborn\u00edci tak\u00e9 spolupracuj\u00ed na projektech s\u00a0\u0159adou soukrom\u00fdch firem. \u010cinn\u00e9 jsou v\u00a0tomto sm\u011bru i&nbsp;VUT Brno, V\u0160B v&nbsp;Ostrav\u011b, univerzity v\u00a0Pardubic\u00edch, v&nbsp;Liberci \u010di v\u00a0Plzni.<\/p>&#13;\n&#13;\n<p>Podle zji\u0161t\u011bn\u00ed ministerstva dopravy neexistuje oblast t\u00fdkaj\u00edc\u00ed se rozvoje autonomn\u00edch syst\u00e9m\u016f, kter\u00e1 by nemohla b\u00fdt podpo\u0159ena z&nbsp;n\u011bjak\u00e9ho n\u00e1rodn\u00edho zdroje. St\u00e1vaj\u00edc\u00ed programy pokr\u00fdvaj\u00ed v\u0161e.<\/p>&#13;\n&#13;\n<p>Z\u00e1kladn\u00edm n\u00e1strojem je program na podporu aplikovan\u00e9ho v\u00fdzkumu, experiment\u00e1ln\u00edho v\u00fdvoje a&nbsp;inovac\u00ed v&nbsp;oblasti dopravy Doprava 2020+. Ten se zam\u011b\u0159uje na udr\u017eitelnou, interoperabiln\u00ed, bezpe\u010dnou, ekonomickou a&nbsp;inteligentn\u00ed dopravu a&nbsp;prostorov\u00e1 data v&nbsp;doprav\u011b. Poskytovatelem podpory je Technologick\u00e1 agentura \u010cR, doba trv\u00e1n\u00ed programu je stanovena od ledna tohoto roku a\u017e do konce roku 2026. Nyn\u00ed u\u017e byla vyhl\u00e1\u0161ena druh\u00e1 sout\u011b\u017e, podm\u00ednky splnilo 215 projekt\u016f. Celkem budou vyhl\u00e1\u0161eny \u010dty\u0159i ve\u0159ejn\u00e9 sout\u011b\u017ee.<\/p>&#13;\n&#13;\n<p>V\u00fdzkum a&nbsp;v\u00fdvoj v\u00a0oblasti autonomn\u00edch syst\u00e9m\u016f podporuj\u00ed tak\u00e9 programy ministerstva pr\u016fmyslu a&nbsp;obchodu, zejm\u00e9na Opera\u010dn\u00ed program Technologie a&nbsp;aplikace pro konkurenceschopnost. Gestorem zav\u00e1d\u011bn\u00ed je ministerstvo pr\u016fmyslu a&nbsp;obchodu, kter\u00e9 letos v\u00a0srpnu iniciovalo sch\u016fzku \u201e5G aliance\u201c, co\u017e je spole\u010dn\u00e1 platforma pro podporu mobiln\u00edch s\u00edt\u00ed a&nbsp;slu\u017eeb 5.&nbsp;generace vych\u00e1zej\u00edc\u00ed ze schv\u00e1len\u00e9 vl\u00e1dn\u00ed strategie Implementace a&nbsp;rozvoj s\u00edt\u00ed 5G v&nbsp;\u010cesk\u00e9 republice \u2013 Cesta k&nbsp;digit\u00e1ln\u00ed ekonomice.<\/p>&#13;\n&#13;\n<p><em>\u201eV bl\u00edzk\u00e9 dob\u011b budou projedn\u00e1v\u00e1ny oblasti, kter\u00e9 spadaj\u00ed do kompetenc\u00ed ministerstva pr\u016fmyslu a&nbsp;obchodu, respektive \u010cesk\u00e9ho telekomunika\u010dn\u00edho \u00fa\u0159adu, a&nbsp;to povolov\u00e1n\u00ed frekvenc\u00ed, na kter\u00fdch budou vz\u00e1jemn\u011b komunikovat autonomn\u00ed vozidla,\u201c<\/em> \u0159\u00edk\u00e1 n\u00e1m\u011bstek ministra pr\u016fmyslu a&nbsp;obchodu Eduard Mu\u0159ick\u00fd. <em>\u201ePro provoz autonomn\u00edch vozidel bude nutn\u00e9 zmapovat v\u00fdvoj pokryt\u00ed d\u00e1lnic s\u00edt\u011bmi 4G a&nbsp;5G a&nbsp;dostupnost jejich slu\u017eeb pro \u00fa\u010dely automobilov\u00e9 dopravy. Ministerstvo pr\u016fmyslu by mohlo podpo\u0159it pilotn\u00ed projekty a&nbsp;re\u00e1ln\u00e9 testov\u00e1n\u00ed nasazov\u00e1n\u00edm vybran\u00fdch vlastnost\u00ed 5G technologi\u00ed.\u201c<\/em><\/p>&#13;\n&#13;\n<p>Aby byl v\u00fd\u010det za resort pr\u016fmyslu \u00fapln\u00fd, je t\u0159eba zm\u00ednit je\u0161t\u011b program Beta 2, kter\u00fd stejn\u011b jako v\u00fd\u0161e uveden\u00fd Trend administruje Technologick\u00e1 agentura \u010cR. V\u00a0r\u00e1mci programu Beta 2 byl zad\u00e1n projekt Stanoven\u00ed n\u00e1rok\u016f na ur\u010den\u00ed polohy a&nbsp;na datov\u00e9 sady prostorov\u00fdch dat pro pot\u0159eby autonomn\u00ed dopravy, jeho\u017e c\u00edlem je definovat n\u00e1roky, kter\u00e9 budou kladeny na prostorovou p\u0159esnost, spolehlivost, rychlost a&nbsp;zabezpe\u010den\u00ed ur\u010den\u00ed polohy autonomn\u00edho vozidla \u00farovn\u011b automatizace 4 a&nbsp;5 <em>(viz box 1)<\/em> p\u0159edev\u0161\u00edm prost\u0159ednictv\u00edm dru\u017eicov\u00e9 navigace a&nbsp;d\u00e1le na n\u00e1roky kladen\u00e9 na digit\u00e1ln\u00ed mapy, jejich podobu, form\u00e1t, zp\u016fsob aktualizace, povahu, kvalitu a&nbsp;obsah zaznamenan\u00e9 informace, n\u00e1roky na polohovou p\u0159esnost ur\u010den\u00ed jednotliv\u00fdch objekt\u016f a&nbsp;tak\u00e9 na geometrii kresby digit\u00e1ln\u00ed mapy jako celku. Podle ministerstva dopravy je na\u0161e pr\u00e1vn\u00ed prost\u0159ed\u00ed nastaveno tak, \u017ee p\u0159i spln\u011bn\u00ed ur\u010dit\u00fdch po\u017eadavk\u016f vypl\u00fdvaj\u00edc\u00edch z\u00a0mezin\u00e1rodn\u00edch smluv je dnes mo\u017en\u00e9 testovat vozidla na komunikac\u00edch bez jak\u00e9koliv \u00fapravy legislativy. N\u011bco jin\u00e9ho ale bude, a\u017e vyjedou autonomn\u00ed vozy do b\u011b\u017en\u00e9ho provozu.<\/p>&#13;\n&#13;\n<p>A\u010dkoliv v\u0161ichni v\u011bd\u00ed, \u017ee by bylo prakti\u010dt\u011bj\u0161\u00ed, kdyby se vytvo\u0159ily jednotn\u00e9 p\u0159edpisy minim\u00e1ln\u011b na evropsk\u00e9 \u00farovni, zat\u00edm se p\u0159ipravuje ka\u017ed\u00e1 zem\u011b zvl\u00e1\u0161\u0165 \u2013 ale samoz\u0159ejm\u011b spolupracuj\u00ed. V\u00a0Evrop\u011b je nejd\u00e1le N\u011bmecko, kter\u00e9 p\u0159ipravuje legislativu, je\u017e by m\u011bla nab\u00eddnout jasn\u011b definovan\u00e9 podm\u00ednky pro provoz autonomn\u00edch vozidel 4.&nbsp;\u00farovn\u011b automatizace. N\u00e1vrh aktu\u00e1ln\u011b proch\u00e1z\u00ed posouzen\u00edm ze strany n\u011bmeck\u00e9ho ministerstva dopravy a&nbsp;dal\u0161\u00edch zainteresovan\u00fdch ministerstev, na\u010de\u017e bude moci b\u00fdt postoupen k&nbsp;posouzen\u00ed parlamentem. Bude-li schv\u00e1len, v&nbsp;platnost by legislativa m\u011bla vstoupit v&nbsp;l\u00e9t\u011b roku 2021.<\/p>&#13;\n&#13;\n<p>V\u00a0\u010cesk\u00e9 republice je problematika legislativy souvisej\u00edc\u00ed s\u00a0provozem autonomn\u00edch vozidel prvotn\u011b v\u00e1z\u00e1na na z\u00e1kon o&nbsp;provozu na pozemn\u00edch komunikac\u00edch. Je\u0161t\u011b v\u00a0leto\u0161n\u00edm roce by ministerstvo dopravy m\u011blo ud\u011blat anal\u00fdzu, kter\u00e1 bude identifikovat seznam konkr\u00e9tn\u00edch zm\u011bn, je\u017e bude nutn\u00e9 v&nbsp;pr\u00e1vn\u00edch p\u0159edpisech u\u010dinit. Ministerstvo dopravy tak\u00e9 pracuje na v\u011bcn\u00e9m z\u00e1m\u011bru nov\u00e9ho z\u00e1kona t\u00fdkaj\u00edc\u00edho se provozu autonomn\u00edch vozidel.<\/p>&#13;\n&#13;\n<p>Jedn\u00edm z\u00a0nejv\u00e1\u017en\u011bj\u0161\u00edch probl\u00e9m\u016f, kter\u00e9 bude nutno (celosv\u011btov\u011b) v\u00a0bl\u00edzk\u00e9 budoucnosti \u0159e\u0161it, je odpov\u011bdnost \u0159idi\u010de. Bude tato p\u0159enesena na v\u00fdrobce syst\u00e9m\u016f autonomn\u00edch voz\u016f?<\/p>&#13;\n&#13;\n<p>Ministerstvo dopravy z\u0159\u00eddilo nad r\u00e1mec \u00fakol\u016f vypl\u00fdvaj\u00edc\u00edch z&nbsp;\u201eak\u010dn\u00edch karet\u201c Etickou komisi pro posuzov\u00e1n\u00ed ot\u00e1zek spojen\u00fdch s&nbsp;provozem automatizovan\u00fdch a\u00a0autonomn\u00edch vozidel. Komise m\u00e1 13 \u010dlen\u016f, jimi\u017e jsou odborn\u00edci v&nbsp;oblasti etiky, pr\u00e1va, spole\u010densk\u00fdch v\u011bd, um\u011bl\u00e9 inteligence \u010di technick\u00fdch obor\u016f. T\u00e9maty, kter\u00fdmi se komise zab\u00fdv\u00e1, jsou nap\u0159\u00edklad interakce \u010dlov\u011bka a&nbsp;stroje, problematika chov\u00e1n\u00ed um\u011bl\u00e9 inteligence v&nbsp;p\u0159\u00edpad\u011b nehod, dostupnost a&nbsp;bezpe\u010dnost sd\u00edlen\u00fdch dat \u010di ot\u00e1zka odpov\u011bdnosti za pou\u017eit\u00fd software a&nbsp;infrastrukturu v&nbsp;podm\u00ednk\u00e1ch \u010cR.<\/p>&#13;\n&#13;\n<h5 class=\"wp-block-heading\"><strong>Cesta k\u00a0pln\u00e9 autonomii<\/strong><\/h5>&#13;\n&#13;\n<p>Ka\u017ed\u00fd v\u00a0sou\u010dasnosti vyroben\u00fd automobil disponuje n\u011bjak\u00fdmi asisten\u010dn\u00edmi syst\u00e9my. V\u00a0lokalit\u011b u\u017e tak\u00e9 prob\u00edhaj\u00ed zemn\u00ed pr\u00e1ce, na n\u011bkolika m\u00edstech se p\u0159ipravuj\u00ed samotn\u00e9 testovac\u00ed moduly \u010di obslu\u017en\u00e9 komunikace. Vznikne tady velk\u00e9 v\u00fdvojov\u00e9 centrum, kter\u00e9 se zam\u011b\u0159\u00ed nejen na autonomn\u00ed \u0159\u00edzen\u00ed, ale tak\u00e9 na testov\u00e1n\u00ed a&nbsp;ov\u011b\u0159ov\u00e1n\u00ed individu\u00e1ln\u00edch \u010di celkov\u00fdch funkc\u00ed vozu, alternativn\u00ed pohony a&nbsp;dal\u0161\u00ed oblasti.\u00a0 Budou se zde p\u0159ipravovat, aktualizovat a&nbsp;n\u00e1sledn\u011b analyzovat prototypy pro testov\u00e1n\u00ed a&nbsp;na z\u00e1klad\u011b v\u00fdsledk\u016f test\u016f se budou vyv\u00edjet relevantn\u00ed opat\u0159en\u00ed. Projekt jako takov\u00fd pom\u016f\u017ee rozvoji autonomn\u00edch voz\u016f obecn\u011b. Dokon\u010dov\u00e1n\u00ed dal\u0161\u00edch modul\u016f pak bude pokra\u010dovat po etap\u00e1ch v&nbsp;n\u00e1sleduj\u00edc\u00edch letech. Celkov\u00e9 n\u00e1klady na projekt dos\u00e1hnou \u0159\u00e1dov\u011b stovek milion\u016f eur, p\u0159esn\u011bj\u0161\u00ed informaci automobilka neuvedla. Podle ministerstva pr\u016fmyslu a&nbsp;obchodu by m\u011bly investice p\u0159es\u00e1hnout 2,5 miliardy korun. Vzhledem ke strategick\u00e9mu v\u00fdznamu projektu z\u00edskala spole\u010dnost na v\u00fdstavbu centra investi\u010dn\u00ed pob\u00eddku, p\u0159i\u010dem\u017e celkov\u00e1 m\u00edra podpory m\u016f\u017ee dos\u00e1hnout a\u017e 480 milion\u016f korun.<\/p>&#13;\n&#13;\n<p>V\u00a0centru vznikne n\u011bkolik stovek nov\u00fdch pracovn\u00edch m\u00edst \u2013 od vysoce specializovan\u00fdch in\u017een\u00fdrsk\u00fdch p\u0159es mechaniky a\u017e po pracovn\u00edky \u00fadr\u017eby. N\u00e1bor zam\u011bstnanc\u016f bude postupn\u00fd, prioritn\u00ed budou podle z\u00e1stupc\u016f BMW \u017eadatel\u00e9 z&nbsp;Karlovarsk\u00e9ho kraje, pota\u017emo z\u00a0jin\u00fdch \u010d\u00e1st\u00ed \u010cesk\u00e9 republiky.<\/p>&#13;\n&#13;\n<p>Podle Davida Haidingera, \u0161\u00e9fa komunikace BMW Group pro \u010ceskou republiku, je tento projekt pom\u011brn\u011b specifick\u00fd: <em>\u201eCelosv\u011btov\u011b m\u00e1 BMW t\u0159i takov\u00e1 centra, toto bude \u010dtvrt\u00e9. Tady se jedn\u00e1 o&nbsp;prvn\u00ed projekt BMW Group, kter\u00fd m\u016f\u017ee b\u00fdt naplno ovlivn\u011bn po dobu cel\u00e9ho rozsahu projektu, jeliko\u017e p\u0159edchoz\u00ed podobn\u00e1 centra vznikla transformac\u00ed ji\u017e existuj\u00edc\u00edch provoz\u016f, nap\u0159\u00edklad na m\u00edst\u011b b\u00fdval\u00e9ho leti\u0161t\u011b \u010di na z\u00e1vodn\u00edm okruhu.
